OKTUBRE 23, 2025 — Hindi umano maaapektuhan ang imbestigasyon sa mga iregularidad sa flood control projects ng Department of Public Works and Highways (DPWH) kahit pa nasunog ang Bureau of Research Standards (BRS) building nito sa Quezon City noong Miyerkules.

Ayon kay DPWH Secretary Vince Dizon, nakaligtas ang lahat ng dokumentong may kaugnayan sa isinasagawang imbestigasyon. Nasa Central Office na raw sa Maynila ang mga ito.

“Right now we have gotten them already from ... so we have gotten all from 2022 to 2025 and we are now receiving earlier years. But they are now all here in the Central Office, protected,” pahayag ni Dizon sa isang press conference. 

(Nakuha na namin ang lahat ng dokumento mula 2022 hanggang 2025 at kasalukuyan naming tinatanggap ang mga mas lumang taon. Lahat ng ito ay ligtas na sa Central Office.)

Nilinaw rin ni Dizon na batay sa paunang ulat ng Bureau of Fire Protection (BFP), walang nasunog na dokumento kaugnay sa flood control probe. Gayunman, hindi pa rin niya inaalis ang posibilidad ng foul play habang hindi pa tapos ang imbestigasyon ng BFP.

“The BFP has given its initial result of its investigation, saying that there was an electrical failure in one of the ceilings on the third floor … so this also corrects the initial information that there was a computer unit that exploded,” dagdag pa ni Dizon. 

(Ayon sa paunang resulta ng BFP, nagkaroon ng electrical failure sa kisame ng ikatlong palapag ... kaya’t hindi totoo ang unang ulat na may sumabog na computer unit.)

Ang sunog ay iniulat bandang 12:39 p.m., umabot sa third alarm pagsapit ng 12:56 p.m., at tuluyang naapula dakong 1:34 p.m. Dalawampu’t limang fire trucks ang rumesponde sa insidente.

Samantala, inilahad ni DPWH Undersecretary Lara Esquibil ang mga dokumentong naapektuhan ng sunog sa BRS, na pangunahing sangay ng ahensya sa pananaliksik ng bagong materyales para sa pilot studies.

Kabilang sa mga nasunog ay:

• ASTM at ACI references, JICA manual, DGCS, at specifications ng pay items mula sa Standards Development Division

• Calibration reports, soil & rock reclassification, tech specs certification, materials sources, field testing, procurement records, inventory, training documents, pilot research projects, at personal files ng Technical Services Division

• ISO 17025 training certificates, materials testing training modules, star rating reports ng regional at district labs, inspection at evaluation reports ng laboratories at batching plants, calibration records ng equipment mula sa Materials Testing Division

Bukod pa rito, naapektuhan din ang mga Quality Management System compliance documents, personal files ng mga empleyado, at ilang gamit nila.

“We have reports that all of these are scanned and 100% backed up …,” ayon kay Esquibil.

Ang sunog ay naganap sa gitna ng masusing pagsisiyasat sa mga flood control projects ng DPWH, kabilang ang 35 proyekto sa Quezon City na iniulat ni Mayor Joy Belmonte na nawawala. Sa kabuuan, 331 proyekto na nagkakahalaga ng P17 bilyon ang iniimbestigahan, kung saan P7.7 bilyon ang sinasabing hindi kasama sa 2024 at 2025 National Expenditure Programs.

Patuloy ang imbestigasyon ng BFP sa sanhi ng sunog habang nagpapatuloy rin ang pagbusisi sa mga anomalya sa flood control projects sa iba’t ibang bahagi ng bansa.
